The following is obviously out of character information. It is an excerpt from a book I read and typed out for you. The book is called the Mexican Mafia Encyclopedia. There is a grooming period for a lot of us IC, new members will most likely be schooled on a lot of these guidelines whether they already know about it OOC or not.

Mesero: Meseros are part of an ad-hoc committee of Sureño shot callers (known as the Mesa or table) that run a facility for Mexican Mafia members. Meseros are appointed directly by EME members who control the facility (also known as "having the house"). A Mesero is vested with broad latitude to make any decision he deems necessary for the good of the Sureños housed in his facility and in the interest of the Carnal that appointed him. Typically, there are three Meseros per correctional facility. No one Mesero can make decisions for the entire facility or for the other Meseros. Decisions by Meseros are made by a majority vote and they are binding upon the Sureños within their institution. Sureños and Camaradas have no vote in mesa decisions. One of the most important tasks for the Mesero is to ensure that the EME member or members receive regular payments from the facility's "Kitty". The Kitty is the collection of payments in the forum of "tribute" (intended as showing of respect for the Carnal who has the "house") from all Sureños and revenue generated from other forms of illicit activity occurring within the institution.

Pisero: The Mesa appoints Piseros to their positions. They are responsible for running the entire floor on which they are housed. Parts of those responsibilities are to ensure that all Sureños on the floor adhere to the rules established by the Mesa and that the orders and objectives of the Carnales running the institution are met. Piseros delegate authority to subordinates who micro manage the housing units.

Esquinero: An Esquinero is appointed by the Pisero and is responsible for running a group of corner units or dormitories within his institution. He is also responsible for collecting all Kitty Payments from his units and ensuring that the monies owed to the House are mailed to a designated P.O. Box in a timely fashion. Late payments or the failure to send the expected Kitty payment falls on the head of the Esquinero.

Esquineros are also responsible for arranging hits as ordered by "The House", or the Mesa. In addition to maintaining a cohesive group of war ready Sureños within their Units, or dorms they must also ensure that the "Roll Call" list is updated and submitted to the Pisero on a weekly basis. A roll call list or RC contains the names, gangs, monikers, booking numbers, housing locations and court dates of all Hispanic inmates within their units or dorms. The roll call list is utilized to maintain the ability to locate anyone within the institution or jail system and as a means of coordinating the passing of kites, contraband, and messages.

Bloquero: The Bloquero is appointed by the Pisero and is responsible for running the cell block in which he is housed. He is also responsible for collecting all Kitty payments from his cell block or module and ensuring that the monies owed to the House are mailed to a designated P.O. Box in a timely fashion. Late payments to send the expected Kitty payment falls on the head of the Bloquero.

Tier Rep: Bloqueros appoint Tier Reps. They are responsible for the cohesion of all Sureños and Southsiders on the tiers. They are also responsible for administering discipline that is deemed necessary to Sureños on their tier. Tier Reps are also responsible for updating all roll call lists (RCs) and submitting them to the Bloquero on a weekly basis. Tier Reps are also responsible for ensuring that the Sureños and Southsiders perform the mandatory one-hour workout six days per week.

Cell Reps: Cell Reps are appointed by the Tier Reps and are responsible for the cell and the Sureños living in their cell. Failure of any Sureño or Southsider in the cell to respond to the "gallo" (roll call) falls on the head of the Cell Rep.

The level of organization from institution to institution depends on the managerial skills of the hierarchy running the Mesa. If Piseros and Bloqueros lack strong socio-political skills and have no experience with business, communication, and/or the delegation of responsibility to subordinates then the deficiency of their infrastructure will be apparent. In most cases, the Sureños run a very smooth operation for individuals lacking formal education.

Sureños and La Eme


Sureños and other Hispanic inmates under the control of the Mexican Mafia also have designated titles and statutes. For example, in the hierarchy a resident has less status than a Southsider but still enjoys the protection of the Sureño alliance. A Sureño has more influence than a Southsider but not the same amount of influence as a Carnal. The categorizing system assists the Mesas and the Mexican Mafia in assessing who is available to perform necessary tasks for the EME and helps maintain an accurate estimation of contributions to the Kitty from any given location that submits a roll call list. The following is the hierarchy for Sureños:

Carnal: A made member of the EME
Sureño: An individual from a Hispanic gang in Southern California
Paisa: A Mexican national
Southsider: An individual from a Sureño gang but lacking the commitment (to the EME) of a Sureño
Resident: An individual who is not a gang member but is Hispanic and supports the Sureños in times of racial conflict

By implementing a vertical command structure, the Mexican Mafia members achieve several major EME goals:


    It streamlines the EME's ability to control multiple prison yards without the burden of micromanagement.


    It enhances the Sureño ability to make decisions that require rapid cognition without having to rely on the antiquated and mechanistic mail drop system.


    It creates another lucrative avenue of revenue generation for the EME.


    It establishes a viable status mobility system for incarcerated Sureños.


Although mesas enjoy great latitude in their decision-making and ability to run prisons and jails on behalf of the EME, they are not completely autonomous. The mesa system, which has been established in virtually every prison and jail where there has been a reported Sureño presence, would not be in existence today had it not been for the continuous micromanagement that it sometimes receives from EME members who benefit from it.

In some cases, multiple Carnales would have representatives on the same mesa at the same prison. The presence of multiple Meseros (appointed by different Carnales) on one yard tends to necessitate the above mentioned micromanagement in an effort to circumvent internal conflict among the EME members. In one case EME member Emiliano "Tonito" Lopez utilized privileged legal mail to manage the mesas and de-conflict issues, which arose from Carnales controlling Meseros or "Reps" on the same yard. The mesa system is an imperfect system that is constantly being refined by Carnales.
